I only served 6 years (active and Reserves) so I don't get a pension. But I always thought that when an officer or enlisted man was "retired"...that is,was receiving a pension after 20+ years of service...that individual was subject to recall at the President's discretion and,at the same time,was subject the UCMJ even while retired.
But the tone of your post suggests that even if I'm correct you're still gonna criticize.

After retirement one is subject to recall for a limited amount of time - it isn’t for the rest of one’s life. During that period ‘retirement pay’ is really retainer pay. After that period ends, all bets are off.
