Yes, Biden did this. Don't excuse him. He's the one who ran for president. He's the one who wanted the job for decades. He's the one who has to sign off on these decisions. DO NOT EXCUSE HIM. He might be slower mentally than he used to be, but he is definitely more aware and in charge than some have given him credit for being.
