Well, he's certainly a pathological liar, because he makes grandiose promises of things he knows he'll never deliver on. He tells people what they want to hear, not what he's actually planning on doing. That's typical Rino behavior. He panders to both sides hoping no one will think he's the enemy, so he must be insecure and needs constant reassurance that he's liked.
