Leaving empty and leaving with vacant seats are two different things.

And remember the C17 is a cargo plane that is how they got 800 to 900 people on board.

But remember, those planes cannot stay at the airport for a long time without risk of damage. It is a war zone. Talibunnies are all around the airport and Al Qaeda is present to some degree.
