14 days is the de facto window for all things COVID-19. Indeed, it’s a convenient number to throw around.
I think it’s understanding that protection isn’t instant and, since people aren’t being tested or testing themselves before running down to get a vaccine, some people are getting the vaccine when they’re actually pre-symptomatic.
