Say "NO!" Tell them they cannot make you wear a monitor (or a mask for that matter) any more than you can make them act rationally. Their power stops at the door. You wear the monitor (or the mask) because you decided, for yourself, to wear the monitor (or the mask) ... not because someone else demanded you do so.

Funny thing where I work, the Wi-Fi isn’t that great and it’s a cell dead area.
If any kind of ankle monitor proposal came out, there would be a mass walkout. I’d probably join in. Carrying a company phone and laptop is plenty.
