Well...she’s not completely stupid because that’s exactly what some in the administration were going to do to her. They wanted to make her the face of failure. Same for the border crisis. From her point of view its better to walk away and be accused of neglect than be branded as an epic failure. Her refusal to play the fall gal left Biden holding the bag. Willie Brown taught her well.

So she's waiting for this administration to have some big success she can get out in front of. At least two problems with that:

1. She'll have to fight with Jill over that, because Jill will be shoving Joe out in front of any success that should happen to take place, and...

2. There aren't going to be any successes.

Any “success” will be the result of her ideas, contributions and effort. Like a good politician she stays miles away from problems and failures.

I do think Jill desperately wants in on the power game and will increasingly position herself to become a player.
