The GPS tracks your location.

No GPS does not track anything. GPS receivers are receive only devices; and, GPS satellites have no contact with stations using them to get a position fix.

A cell phone can send your position to a third party because it HAS a radio transmitter and is in constant contact with towers. The cell phone can access the GPS fix. Usually the GPS radio and processor is fabricated on the same wafer as the cell phone. GPS has no way to betray your position. All of that is done by your trusted phone.
