Tho not foolproof, you can adjust all your location type settings [and there are a lot of them, not just in google] and deny permissions where you reasonably can. You can turn them on for specific tasks and then turn them back off.
No need to make it easy for them.
good luck with that, this will only add to the suspicion that you are guilty.
they are looking for any phones are pinging cell towers in whatever area they are looking at.
