Of all times to be pinching pennies!!
The 2K per person is less than crumbs to the US Govt., and everybody knows it. They waste more than that per hour in needless or redundant spending.
Looks like the Govt. is hoping some of the Americans don’t agree to the terms. Someone is sitting behind the scenes making cold, perhaps inhuman kinds of rules.
This is probably standard paperwork located in the fine print. Would have happened with a Trump admin too.
