staff cannot get employed in the field unless they are vaccinated.

I would encourage you to visit a nursing home, particularly inside city limits in a mediocre area.

"The field" for the majority of employees consists of cleaning bed-pans, mopping floors, getting yelled at by residents as you give them meds or take them to get showered, etc.

These are not accountants we are talking about here--their minimal pay means they can easily find comparable pay elsewhere.

With grandparents and now elderly parents, I am quite familiar with nursing homes and their issues. Low pay may be common, but work in a nursing home is usually offers much better working conditions than fast food.

And, to be blunt, the people whom you are referring to also tend to be Black and are often deeply suspicious of authority. In Orlando, for example, Black vaccination rates are lagging in spite of the leading county official, Jerry Demings, being Black and making a major effort to promote vaccination in that community. Requiring vaccinations for nursing home staff likely has his support.
