The main villains are the military brass who decided to close Bagram air base too early. There is hardly a punishment severe enough for whoever gave that order - and I doubt Biden was lucid enough to formulate it himself.

Even if Bagram is technically closed, I wonder if the runway(s) are intact. If so, maybe stealth flights by patriotic mercenaries (Blackwater) would be possible. Spread the word to Americans and have them quietly go there to be rescued.
