The cited section is Civil War stuff. It was meant to apply to anyone who took an oath to defend the Constitution, and then fought for the South.
That someone would even consider using it against Trump is damn dangerous. And that’s because it could then be used against anyone the government doesn’t like.

No, an appointed un-elected government employee does not have veto power over who runs for president. The Constitution gives Congress the authority to sort it all out. However, Williams is a despicable liar to say that Trump attempted a coup.

Well, what is wrong with Congress passing a bill of attainder against Trump, preventing him from holding federal office? Sure, there is a Constitutional Amendment specifically against it, but as President Biden says, no Amendment is absolute. /off sarc
Some things in the Constitution may not be clear however the conduct of elections in the individual states is beyond clear. The state legislatures are solely responsible for the conduct of elections.
