Any commander worth his weight in shit orders a fighting withdrawal..
All personnel, including civilians, are withdrawn and evacuated.
This seems like helicopters were sent out to the field, soldiers got on and were taken to the airport to be immediately flown out.
Civilians were left on their own.
Either gross incompetence on the part of flag rank officers, or...
