It's a ridiculous to think you can put 37tb up for public download. A sure way to bring down your servers. I can just see people clicking on some link to a 37tb tarball.
There has to be hoops to go through to get access to that amount data. It takes over 5 hours to transfer 10tb of data if you have dedicated 4 gigabits per second on both ends. Most of us are working with a lot less than 4 gbps.

Break it up into files that can be downloaded by county, state. etc.

No one expects a single file. I don’t.
