Do these folks ever present copies of the threats? There are only so many ways these things can be sent/transmitted to the person.
Were they text messages, DMs, emails, what? And if they are threats, the cops have ways to find out who sent them. Not everyone is so tech savvy as to be able to mask their IP addresses, etc.
