I saw an article the other day distinguishing Biden, the meat puppet propped up on stage, and "Biden," the powers behind the throne pulling the strings.
For instance, the big airstrike into Afghanistan the other day was ordered by "Biden," so it's useless to ask Biden any questions about it. If you pre-submit the question, "Biden" might provide some simple teleprompter text for Biden to read aloud.
From now on I'm using the quote marks too.
