Actually, these are defined as vaccines. The FDA/CDC re-defined what a vaccine is back before 2020 to specifically include mDNA crappola like this.

As to the vax, before re-definition all proposed vaccines had to meet at least two criteria: lessen disease effects and protect society from further infection.
