I now think that your joke interaction between Aaron Babbitt and the government could be close to the truth. Aaron must have started cooperating with the government at some point, for him to have received Ashli's ashes for her memorial service. Aaron Babbitt simply has to comment on whether or not he approved the cremation.

We watched all these vids of the police inviting people in, giving people directions once inside and we are suppose to believe this was as bad as 9-11.
