There have gangs like this mostly composed of black cops in NYC. They get away with shutting roads down, etc. I once drove (carefully and slowly) through a huge crowd of motorcyclists at about 1:30 am on a highway (but not one of the big ones - I forget the name) near JFK. It was like a block party with bikes stopped everywhere going both ways and on the median and sides. Hundreds of them to weave through which I managed to do without causing a ruckus.
Anyway, Providence does not need minorities to be screwed up. It’s what a hundred years of mob rule will do.
