It makes perfect sense - they made a huge, historic mistake and they are trying to cover up their mistake

The vaccines are not working as expected. They are not providing immunity and,as time goes by, people who have received the vaccines may be getting sicker than non vaccinated people. All previous attempts at corona virus vaccines in history encountered Antibody - Dependent Enhancement (ADE) as a side effect. In a nut shel, ADE make it easier for a vaccinated person to catch the virus and, once infected, the person gets sicker than those who have not been vaccinated

The only way to hide this is if almost the entire population is vaccinated so there is no control group of un vaccinated people to compare the results with.

As long as there is a large unvaccinated population to act as control, the lack of performance and potentially negative effects of the vaccines will be clear to everyone if vaccinated people start getting sicker and dying more often than the un vaccinated .

The decision makers are panicking over the fall out if the vaccines are proven to be ineffective and dangerous. their solution is to make everyone get the vaccine so there is never any proof of their mistake.
