Why exactly did his “leadership” allow a sailor known for his disdain for the Navy to remain in the Navy?

If you kicked out every Junior Sailor that said, "The Navy sucks! I hate the Navy!" there wouldn't be anyone left.

Junior Sailors bitch about the Navy pretty much constantly (unless there's a camera in front of their face. They're not that dumb).

True that. LOL

Snarky bitching and griping about the “Navy way” is one thing, and can even be considered as “situation normal”, however deep seated anti-military sentiment is an altogether different attitude which superiors should be on the watch for. It’s more than just a morale issue; its also about readiness.

Senior petty officers know what’s going on within the ranks and can sense toxic/destructive behavior. Its their responsibility to report it up the chain of command because it has the potential to put the mission and everyone at risk.
