That’s actually incorrect. DC is actually Shall issue on CCW permits. Even non-residents can get them.

It is true that they make you jump through red tape, but it isn’t insurmountable like in New Jersey, Maryland, New York or much of Kalifornia.
Yep, I have my appointment with the DC Police on the 17th. That'll make MD, Utah, and a DC CCW permit for me. Woot!
Utah was the easiest to get. All via snail-mail. Why Utah? Because their CCW is recognized in about 27 states.
