Just like in any communist system, there is literally no need or reason to work. At least until the government runs out of money.
In communist Hungary it was illegal not to work. If you lost one job you had a certain amount of time to find another, otherwise you’d wind up in jail.
This money is the softening up money. After dependency sets in then the forced labor starts.
