If anybody thought so Lincoln and the northern dominated congress made perfectly clear that they were willing to protect slavery effectively forever by express constitutional amendment. It passed the Northern dominated congress after the Southern delegation had withdrawn, was signed by the president and was ratified by a few states when Lincoln endorsed it in his inaugural address.

The disqualifier for forming a perpetual union is the word "perpetual."
