New Orleans has a dysfunctional subset of the population. Without that, that criminal justice system becomes pretty much irrelevant.
But, who am I to inject reality into the conversation?
A New Orleans businessman told me Katrina was a blessing in disguise. Half the population had gone. Guess they’re back.
I refer to them as hyperviolent urban youth.
