The states have contracts with corporate built prisons. They need to be 80 to 90% full for the states to get paid. It would not be surprising if the FBI was not in on the cut.

Easy answer...stay as far away from people of color as you can. Don’t interact with them if you can help it. Not racist, just cautious. They seem to want segregation again, so lets give it to them. Problem solved.
I have read several stories where a black person charged that the entire company for which he worked discriminated against him, harassed him, insulted and made him afraid, etc.
That will take case of the lack of enough victims. Each victim can get a crowd put in jail.

a homo, the potential is there in WY. I hear there are a lot of tension between whites and Amerinds in South Dakota. I’m sure the quotas will be per capita.

If I’m not mistaken, the courts, a long time ago, did quotas were illegal.
Something about them forcing law enforcement to entrap, over charge, and other nefarious stuff.
I know where I worked you couldn’t say the word and when confronted by the media, the department leadership vehemently denied implementing them.
