If anyone bothers to look at the actual report, “eligible to be vaccinated” means “unvaccinated”, because if you are already vaccinated you are not eligible to be vaccinated. There are 3.8mm vaccinated and only 1mm un-vaccinated. So about half the cases are coming from the 1mm unvaccinated and half from the vaccinated. So the unvaccinated group has 3.8 times the risk of getting Covid.
“From 29 December 2020 to 15 July 2021, 89.3% of confirmed COVID-19 deaths were in unvaccinated individuals, 7.9% had received one dose of the vaccine and 2.8% had received two doses.”
