What does "sleeping outside the Capitol" even mean?

I (and millions of Boy Scouts) have slept somewhere else than in a bed in a roofed structure. (We called that "camping.") Is that somehow virtuous?

Will she wrap herself in some old rags and catch a few fitful hours of sleep behind a dumpster? Will she push around a stolen shopping cart filled with detritus and debris? Will she be at risk of attack by other vagrants and bums?

By referring to her former "homelessness," she is obviously trying to conflate the two (i.e., sleeping in a $500 high-tech sleeping bag, and "sleeping rough").
