If they tighten the screws, they create a black market. It’s already happening in France where medical professionals are selling vaccine cards. Where I live the sheriff deputy only makes $40K a year. Wouldn’t be hard to bribe law enforcement. Government restrictions make a ripe environment for tax free black market income.

I think that from their perspective, that’s a feature, not a fault.
