They (the owners of the gates) provide local LEO and first responders with the codes.

there’s usually a pass code number they use. and it is probably “Common” and unchanging.
and it could even require 2 step validation (I can punch in my apartment number, it’ll ring my phone, and then I can press a numeric that will open the gate)
In our city there is special gate hardware that gated communities/apartments have to install for FD access.

Here, at least, if you have a gate or some sort of access issue, you’d call the police non-emergency line and tell them. If you have a gate code or house code they’ll enter it into the 911 system so that if there’s a 911 call that information shows up and the 911 operator will tell the responding unit the information.
The liability of the proposed system is unbelievable. It’s a crazy idea.
