They could be playing games with big venues. “Thats a nice stadium you have there. It would be a shame if it was shutdown due to failed health and structual inspections.” Not just that, but their restricting access to attendees, and making sure the venue was at a fraction of capacity, would be bad optics for Trump. He is being cautious. Better to have a smaller venue and a huge overflow crowd outside (which the cameras will see).
