They need to do what the locals did when my stepdad was growing up (he is 90 years old): all of the men rounded up and ran the criminal element out of town; it was a scouring of the shire — and they had no more problems for years afterwards.
England used to transport these types to penal colonies (of which the USA was one, or at least part of the USA). Too bad we don’t have an island in the Hawaii chain dedicated solely to housing chronic vagrants, and another one dedicated to housing the worst of our criminals.
