Why wouldn't this be a bill of attainder, given that only two people have joyridden in their private spaceships, and the third has only done manned scientific launches?

Are there any more billionaires with space ships waiting in the wings to be taxed?

Yes but a bill of attainder is unconstitutional and since Democrats are not sure the constitution even exists and if it does they ignore it anyway, a bill of attainder is just exactly what they want.
