There are people making that claim, specifically ballots being sent back that weren't initially dispersed.

The audit team is not talking about raw numbers. They are saying that they matched up EV32 forms for ballots sent, and EV33 forms for ballots they received, and there are 74k EV33s for which there are no EV32s.

They weren’t discussing raw numbers sent out at all, and specifically clarified that point. There were hundreds of thousands of ballots sent out which were not returned, but ballots actually returned should have both a send and a receive, and those 74k need an explanation, of which the county would not apprise them.
