Garland sounds to me like a “squish” of an AG (and I’ve worked under the terms of at least 5 of them. Consider him one of the worst, a partisan, ignorant coward).
If Garland refuses to provide the requested information to GOP Senators, they should then issue their own report on what they know and ask why Garland refuses to answer their questions, which must be listed and answered re why he won’t give up that information, so that the reader/public can see what he is hiding.
