The bigger questions would be did they vote twice or did they even vote.

You forgot the illegal part. They voted in the old precinct

Every state tracks voting (not how we vote, just that we voted). I would think vote data from states can be compared and all double votes tagged.
But I’m pretty certain D’rats do not allow such comparisons to be done.
Let’s forget the presidential election and the US Senate races for the moment. The “HARM” in voting out of county, (and out of precinct), are the political offices that are not statewide such as US House of Representative congressmen, county commissioner, city councilmen, mayors, district attorney races, etc., that would be affected by voter dilution. Since the Georgia law says; moved 30 days or more before the election and voter registration is allowed up to 15 days before the election, (IIRC), then the voter had plenty of time to register in the new county.
If you are not registered to vote, you cannot vote.
That is the law.
It is your responsibility.
And you can count on them voting in elections in both states.
And if is was a mail in ballot? The voter himself may never have cast that ballot.
