No. They are trying to spin it to look like these 74,000 voters had received their mail in ballet and then brought them to the precinct and turned it in filled out. My understanding is if that was the case the absentee ballot would be surrendered, voided and then the voter could do in person voting. However, even that scenario/spin does not explain that there were 74,000 more mail in votes than ballots requested and mailed to the voter.
