The USSR got softer in its last days, the CCP wants none of that. Cuba has been harsh for decades, and despite current protests, it has weathered worse. Harshness holds up pretty well historically. Sparta would be between very authoritarian and totalitarian (and very weird) and lasted for 100s of years.
