Make a full auto device like a tee shirt gun to spread life jackets all around the ship. Have at least twice the amount of life jackets as passengers. The life boats at less than ship capacity did not work in the Titanic.

I was on the concordia, the week before it sank. Lucky for me. I’m met Captain Schitino and he said you need to get the hell off this boat. I did what I was told. I suppose I’m better for it.

I believe that the large one like in the photo holds about 130 people...in close quarters, strapped tightly into seats.

a large capacity-floating device to keep survivors out of the water I believe that would be another big boat. There is a larger percentage of elderly, wheel chair bound, O2 breathing passengers on cruise ships than you would imagine. Some areas are rather cramped making quick passage off difficult. Fortunately these behemoths are not likely to sink quickly, although it can happen as it did I think off Greece some years ago. Frankly, I have no desire to be cooped up with strangers but to each his own.

In the USAF, we had large inflatable rafts that could be thrown in the water, and inflated with canisters of compressed air.

They were designed so that they always floated correct side up and could carry a lot of people. Some even had covers for bad weather.

Simple...
All cruise ships should be required to sail with two (2) additional cruise ships in tow...
Each of the tow lines will be strong enough for the cable cars attached to move 100-passengers at a time to safety...
However, any passenger either unvaccinated or not wearing a mask will have to swim for it...

Just like engines on a plane... Safety in numbers...
That was a major selling point for the world’s first business jet, the Lockheed JetStar... Four jet engines on a plane for 9 passengers... It worked for James Bond (Sean C.)

This thought just popped into my head, still working on it...

After several highrise fires where people couldn't use the stairs to escape, they started selling personal parachutes for office workers to escape the flames by jumping out the window.

I know, kinda flaky and I don't know if even one life was ever saved in this way...

Anyway, the idea is "personal lifesaving equipment" -- Inflatable, self-contained, waterproof once you are inside, fits in a suitcase when deflated.

One cruise ship mass fatality and you could sell thousands of them overnight.
