Sixteen guns is a lot to bring to a hotel in Denver.
Elk season does not start until August/September.

More likely these guys were buying and selling guns without a license.

You don't have to have a license to sell a gun, dude. The phase in Federal regulations is "in the business". If you sell off part of your collection, you don't have to have a license.
