A couple of things.

First, I think that in order for him to have been shot 64 times, the shooters had to be standing over him, or in close proximity to him while he was on the ground. And I wonder if they had fully automatic weapons.

Second:

Wouldn't it be reasonable to believe that the jail would have surveillance cameras?

Law enforcement don't always reveal what evidence they already have. Also, in addition to any video they have, surrounding footage could be of great use as well.
