I’ll suggest Venezuela as a contender.
Admittedly, I’ve never been to Venezuela. But, its problems are more acute. It wasn’t that long ago that it was a reasonably well-functioning country. At one point, it was easily the most prosperous country in South America with the highest standard of living. Their current situation is the making of a handful of people.
Haiti’s problems aren’t acute. They’re chronic. It’s been a hell-hole....forever. And, it’s not for lack of assistance. The US and other western countries have poured BILLIONS into Haiti the last 40-years and things have more or less stayed the same, and possibly even devolved.
