The cops were detonating them and underestimated the force of the explosion. Something important like that should have been closely supervised by Newson and the LA Mayor and council. Up close and personal.
My suspect: Cop who secretly got money for a TV cop show explosion scene to look more authentic. Watch for the cop in the Lamborghini tomorrow morning.

They intentionally detonated them in a sealed container (van)? That makes no sense.
I mean, yes, it's in the article. But it makes no sense. They can't fully contain such an explosion. There has to be a suitable vent somewhere.
