And they (him and Cheney) knew Abu Musab Zarqawi was not tied to Al Qaeda-that OBL didn’t like him-they knew he was in NE Iraq and they could have taken him out in ‘02 with nobody caring (he was in the northern no-fly zone). But instead, he chose to set Powell up with faulty intel-make Zarqawi a hero to OBL (up until that point he hated him because he wanted to kill Shia and OBLs mom was Shia) - and this led - eventually- to the formation of ISIS.
