Step 2. Legislate all sorts on unConstitutional powers for government that are supposedly needed to fight "War on Citizens er, Drugs"
Step 3. Uphold all these powers against challenge on the spurious basis that "but then how would the goobermint fight the War on Drugs?", ignoring the argument that obviously trumps that: "So what?" Use those powers against normal non-druggie citizens 80% of the time in ways that would never have been politically palatable to sell the empowering legislation.
Step 4. Stop pretending that empowering government at the expense of the host organism was ever about drugs, so that we don't even get that tiny benefit from this Faustian bargain. Don't forget to leave the improper (and apparently no longer necessary) powers in place.
If mind altering drugs are safe enough for legal use than they should not be usable as claims for extenuating circumstances for any crimes allegedly committed voluntarily under their influence.

Government should secure freedom. If everyone is forced to breath psychotropic/hallucinogen or psychedelic drug laden air at the mercy and whim of sleazeballs “free” to use it, than government inaction is tyranny. That’s particularly true when an elite class pushes hard to normalize those very brain wacking substances. That is the elite class that has been fighting for “less government control” regarding this matter.
Well, it’s California, so things are likely to not get much nuttier.

Sounds like BS to me; I’ve known many users of psychedelics and none of them reported ever smoking it. I doubt that even works - likely combustion renders those chemicals nonpsychedelic.

Degenerates in my high school back in the day did it all the time. Not everything in smoke is burnt matter. There are always particles that are liberated and dispersed by convection along with combusted materials. It's not the purest way to trip, but then again that level may suit druggies' moods from time to time, especially when mixed with their beloved pot.
Pro druggie "experts" often claim things that druggies know is bs but won't admit it's bs. Such as spurious claim that THC is completely depleted in exhalations. Potheads claim this time and time again, but their fondness for "hot boxing" and blowing the smoke into sex partners' mouths for a second hit demonstrates that potheads know it still contains plenty of THC. And they know to stay away from even secondhand smoke for a month when they need to pass a drug test.
