If congressional authorization would be necessary AFTER July 31, why would it not be necessary BEFORE July 1st?

Indeed. The court once again simply declines to do it's job. It takes so long for cases to make it to the court that the they should have heard the case and made a decision on the merits regardless of when the order is set to expire. No one who is paying attention can doubt that this will be the last such order of its kind as long as the court doesn't tell the government that it has no such power to make such a sweeping taking from the American public. The supreme court has proven itself to be utterly worthless once again.
