I speculate......

At this stage of technology it is impossible to intercept long range nuke tipped torpedoes far enough away when aimed at a general coastal area or even a large harbor...to avoid terminal destruction.

Cruise missiles, short, medium, and long range missiles, etc. are intercepted all the time in training exercises....though the cruise missiles are tough unless you are watching for them.

With nukes, distance of destruction from target is the key.
