If over half the ppl are vaccinated and most of the remaining have already had Covid and refused vaccination, then who is still spreading the virus?

There are breakthrough cases in vaccinated people. People have had COVID can get it again. There is overlap in the two groups so there is a group of people with no prior exposure to COVID or vaccine. I don't know how big that group is there, or here in the USA.

Mainly, all spread depends on social interaction. In a crowded indoor space there will be spread if someone is infected. But then that spread depends on the infected person's ability to spread. The German meat plant study showed that people have a wide range of ability to spread.
