That they can burden man is a natural consequence they have, not a motivation of G-d that for that reason He created them. Their entire purpose is part of the natural order of the earth. That humans should understand them and prepare for them, yes, G-d would hope. But that G-d’s only purpose for them was to vex his children? No.
